The sixth working meeting of the Forum for INTOSAI Professional Pronouncements (FIPP) was held from November 27 – 30, 2017, hosted by the Office of the Comptroller General of the Republic of Guatemala. The meeting was attended by 11 of the 15 FIPP members and two observers, namely the representative of the Presidency of the Professional Standards Committee (PSC), Mr. Rafael Lopes Torres from the SAI of Brazil, and Mrs. Aase Kristin Hemsen, representative of the SAI of Norway and upcoming FIPP member.

The aim of the event was to look at the progress of projects established in the 2017-2019 Strategic Development Plan (SDP); evaluate the project proposals and make recommendations for their preparation in accordance with the aims of the new INTOSAI Framework of Professional Pronouncements (IFPP); consider new projects to add to the SDP; discuss points considered by the PSC; and check FIPP internal work procedures.

At the meeting Mr. Kristoffer Blegvad ffom Denmark’s SAI was elected Vice President of the FIPP and the new officials who will be part of the forum as of January 2018 were announced. These were:

  • Mr. Tashi Tobgay, SAI of Bhutan
  • Mr. Alex Monge Lemaitre, SAI of Costa Rica
  • Ms. Aase Kristin Hemsen, SAI of Norway

Achievements of the meeting included analysing the proposals of the projects included in the SDP, sent to the forum previously and analyzed by the designated Liaison Officers (LOs); issuing recommendations relating to the projects to align them with the aims of the new IFPP; approving certain project proposals with minor edits in their wording; analyzing whether some new proposals might be included in the SDP; gathering suggestions for planning the new SDP; issuing suggestions regarding internal work procedures and external communication of the forum; approving documents, computer tools,etc.

FIPP activities include strengthening communication with the INTOSAI presidencies in charge of goals in order to discuss aspects relating to the Subcommittees and Working Groups; designing planning processes for the next SDP using ideas gathered from the meeting; preparing drafting agreements for the ISSAIs which allow for proper structuring of the rules; and implementing improvements for FIPP internal work procedures.
