The Commission for Citzen Participation (“CPC”) has made a tool available to the OLACEFS community that was the fruit of theSeminar/Workshop held in San José de Costa Rica on October 1 – 2, 2015. The event received funding from the OLACEFS-GIZ programme and was attended by representatives from the SAIs of Bolivia, Brazil, Chile, Colombia, Costa Rica, El Salvador, Mexico, Panama, Paraguay, Peru, Puerto Rico, Venezuela, Dominican Republic, Uruguay, and enjoyed the advisory services of the Argentinean CSO Civil Association of Equality and Justice (“ACIJ”). It was coordinated by the chair of the CPC, which at that time was headed by Costa Rica’s SAI.
The instrument facilitates the generation, discussion and validation of a core set of indicators that verify and quantify the impact – or effects – of citizen participation in supreme audit institutions. The report includes the agenda for the Citizen Liaison for Oversight in Latin America and the Impact Indicators for Citizen Participation in Oversight. The consolidated base proposal for indicators presented in the report is intended as a guiding tool for SAIs to identify and measure the impact of implementing citizen participation in matters of oversight.
