The training and planning workshop on the coordinated audit for roadworks took place at the Office of the Comptroller General of Chilefrom April 12 – 15, 2016, in Santiago de Chile. The workshop was organised by the OLACEFS Working Group for Public Works Auditing(GTOP).
During the opening of the workshop, Chilean Comptroller General Jorge Bermudez expressed thanks for the participation of the different SAIs and spoke of his vision for the control of public works. Earlier, two lectures were given, one by Hernan de Solminihac Tampier, a graduate in civil engineering from the Catholic University of Chile, holder of an MSc and PhD from the University of Texas, lecturer at the University of Chile and ex-Minister of State (for both Public Works and Mining). The second lecture was given by Eduardo Abedrapo Bustos, graduate in law from the University of Chile, Master in Law with a mention in Economic Law, and currently the government’s National Concessions Coordinator for Public Works.
The event was attended by representatives from the Supreme Audit Institutions (SAIs) of Brazil, Colombia, Costa Rica, Ecuador, El Salvador, Honduras, Mexico, Paraguay, Peru and the Dominican Republic, as well as the host country; teams that worked through the week to draw up the planning matrix for guiding the work.
The aim of this coordinated audit is to assess, through compliance reviews, the quality of construction- and maintenance roadworks under direct government management, following the main guidelines agreed on by GTOP, covering the process from preliminary studies through to the implementation of the works.
It should be noted that these guidelines were developed around the criteria used in the oversight of roadworks by the SAI of Brazil, and complemented by contributions from the other SAIs that make up GTOP.
