With the support of the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS) and the Supreme Court of Auditors of Honduras (TSC), officials from the Office of the Comptroller General of the Republic of Chile conducted a Self-Assessment Workshop on Integrity “SAINT” at the Department of Education of Honduras, between February 25 – 27, 2019.
The workshop, led by moderators Nicolás Lagos and Braulio Ortiz, officials from the Chilean Comptroller’s Office, was an opportunity for the Honduran Department of Education to identify vulnerabilities in matters of integrity inherent in educational management, as well as other support and governing processes. Participants then identified factors that exacerbate vulnerabilities in matters of integrity, comparing the oversight systems the department already has. Finally, using focus group methodology, public servants presented recommendations to mitigate potential failures of integrity.
At the end of the workshop, on Wednesday, February 27, a report of results was presented to representatives of the Minister of Education Kathia Funez and Adolfo Pacheco, who thanked the Supreme Court of Auditors and the Chilean moderators for the interinstitutional effort to support improvements in integrity in the public sector, whilst assessing the application of the tool in a department of state with a high number of officials.
Moderators from the Supreme Court of Auditors of Honduras participated as observers with a view to channeling knowledge, learning from this first experience of implementing a SAINT workshop and implementing the tool in other public entities in Honduras in the future.
