The Office of the Comptroller General of the Republic of Paraguay invites you to the debate with Civil Society Organizations on the “Regional Agreement on Access to Information, Public Participation and Access to Justice in Environmental Matters in Latin America and the Caribbean,” which will take place on September 15, 2020 at 3:00 p.m. in Paraguay.

This agreement is a pioneering legal instrument in matters of environmental protection, but it is also a Human Rights treaty.

Beneficiaries of the agreement. Objective.

Its main beneficiaries are the population of our region, particularly the most vulnerable groups and communities. Its objective is to guarantee the right of all people to have access to information in a timely and adequate manner, to participate in a meaningful way in decisions that affect their lives and their environment, and to access justice when these rights have been violated. The treaty recognizes the rights of all people, provides measures to facilitate their exercise and, more importantly, establishes mechanisms to carry them out.

The Escazú debate

The debate on Escazú aims to contribute to building knowledge about the importance of this agreement and its impacts as a tool for citizen control, which is essential for the full exercise of democracy.

Likewise, the debate will make it possible to broaden the dissemination of technical information on the mechanisms of citizen participation and provide inputs for the discussion of the National Congress with the experience of important leaders of civil society.

Participants

Representatives of the Office of the Comptroller’s Environment area, the Citizen Participation area and Civil Society Organizations such as IDEA, CONAMURI, FAPI and FEDEM will participate.

CSO representatives will share their perspectives, experiences, and citizen experiences regarding participation in public management in environmental matters and assessments of access to environmental justice for vulnerable communities and citizens in general.

Organization

The activity is organized by the Department for the Promotion of Citizen Participation, of the General Directorate of Institutional and International Relations of the SAI of Paraguay, in coordination with civil society organizations.

Date Time

It will take place on September 15, 2020 at 3:00 p.m., in Paraguay, through the Microsoft Teams platform and will be free and open access, open to all citizens, and will last approximately 90 minutes.
