The Face-to-Face Meeting of the Capacity Building Committee (CCC) of the Latin American and Caribbean Organization of Supreme Audit Institutions (OLACEFS), which was held in Santo Domingo, Dominican Republic, between August 12 and 15, 2019, was attended by 30 representatives from 15 institutions and ended with positive results for the region.
This meeting was organized by the Chamber of Accounts of the Dominican Republic (CCRD) and coordinated by the Court of Audit of the Union (TCU) of Brazil, Chairman of the Committee since 2016
In the official opening of the event, Hugo Álvarez Pérez, Chairman of the CCRD; João Augusto Nardes, Minister of the TCU and Chairman of the CCC; and Nelson Shack Yalta, Comptroller General of the Republic of Peru and President of OLACEFS, made their opening speeches, highlighting the importance of the technical agenda and the significant number of attendees.
It should be noted that representatives of the SAIs of Argentina, Brazil, Chile, Colombia, El Salvador, Ecuador, Mexico, Paraguay, Peru, the Dominican Republic, as well as the German Cooperation (GIZ) and the Initiative for the Development of INTOSAI (IDI). In addition, it should be noted that the SAIs of Venezuela and Honduras also participated as guests, while the SAI of Guatemala attended for the first time as a member receiving the Committee’s welcome.
The development of the work agenda included presentations by two specialists on the topics of “The 2030 Agenda and the role of SAIs” and “Geotechnologies: training external control,” funded by the GIZ. The meeting adopted an innovative and dynamic format to encourage the interaction of the participants, which generated greater integration among those present.
Presentations were also made by the leaders of the Task Forces for the Evaluation of Educational Actions (EFS Argentina), Coordinated Audits (EFS Brazil), Virtual Courses (EFS Chile), Postgraduate in Government Control (EFS Ecuador), and Face-to-face courses (SAI Paraguay).
The meeting also served to present the OLACEFS Training Plan for the 2019-2021 period of the OLACEFS Coordinated Audits Guide that will be finalized until the OLACEFS General Assembly, of the MOOC courses of the Sustainable Development Goals (SDG) and Performance Audit, and the winners of the CCC International Digital Games Contest.
Additionally, cooperation with the IDI was strengthened and new Task Forces on Geotechnologies Applied to Control, Methodology of SDG Implementation Audits and Dissemination Strategies and Professional Certification were created.
The start of the planning process of the CCC activities for 2020 was carried out collaboratively, highlighting the importance of international cooperation between SAIs in the area of capacity building and public governance promotion, in the interest of development of external control in the region.
