The Organization of Latin American and Caribbean of Supreme Audit Institutions (OLACEFS) is a coordinated work space, which allows us to seek proposals and solutions to the realities shared by the Audit Institutions (SAIs) of Latin America and the Caribbean.
Due to the geographical location, the characteristics of the region and the negative impact of climate change, disasters require the active and committed participation of public entities, including SAIs.
A disaster is “an unpredictable and often sudden event that causes great damage, destruction and human suffering.” In recent years, as a result of climate change, these phenomena have increased. They are a significant threat to development in Latin America and the Caribbean; the losses they cause affect the well-being and safety of thousands of people, which affects communities, the country itself and its economy.
The United Nations established the 2030 Agenda for Sustainable Development. Among its goals is the importance of strengthening resilience and capacity to adapt to risks related to climate and natural disasters, an aspect in which the participation of SAIs is particularly relevant.
OLACEFS, aware of this responsibility, on April 12, 2019, created the Working Group on Disaster Management Auditing within the Framework of Sustainable Development Objectives (WGPD), which is integrated by the SAIs of Argentina, Belize, Bolivia, Brazil, Chile, Colombia, Cuba, Ecuador, El Salvador, Guatemala, Honduras, Nicaragua, Peru, Dominican Republic, the Court of Accounts of Buenos Aires, Argentina; Ceará and Tocantins, Brazil, and is chaired by the Superior Audit Office of the Federation of México. The objective of this working group is to promote cooperation among SAIs for the development of standards and good practices in auditing disaster management.
In 2019, the UN focuses the celebration on Goal D of the #MarcoDeSendai with the theme #InfraestructurasResilientes #BuildToLast. The SAIs of the region, in coherence with the call of the United Nations, began a work stage to add value by auditing and promoting the results of our audits: resilient infrastructures.
