Theme: How to disseminate and apply principles and values in an SAI.

The Technical Committee on Good Governance Practices (CTPBG) is calling for participation in the 2014 International Competition – “For the Recovery of Values”. The theme this year is “How to disseminate and apply principles and values ​​in an SAI, and find a way to measure them.”

Numerous INTOSAI and OLACEFS documents emphasize that SAIs should be model organisations and lead by example. Examples of such documents are ISSAI 12: The Value and Benefits of Supreme Audit Institutions – making a difference to the lives of citizens and the Asunción Declaration on the the Principles of Accountability which makes reference in section 8 to SAI leadership. And more recently the Santiago Declaration on “Governance, the fight against corruption and gaining public trust”, approved in the 23rd OLACEFS General Assembly 2013.

A model organization is one with strongly rooted principles and values. This raises the following questions: how do we circulate principles and values within SAIs? And do we have a mechanism that allows us to measure whether these values and principles are being disseminated and applied efficiently?

OLACEFS is convinced that the answer to these questions will be of considerable value to the OLACEFS community and it is for this reason that all employees of OLACEFS SAIs are being invited to present research that may provide a response.

The winners of the competition will be awarded a diploma by the OLACEFS Executive Secretariat and the Chair of the Technical Committee on Good Governance Practices, along with prizes of:

  • First Place: US$1,500
  • Second Place: US$1,000
  • Third Place: US$500
